Each team would like to have their customized templates. They of course want to develop and test their template in prior of publishing them.     However, the only way to let them do this, I found, is giving the them each the Administration rights over the whole system. That is something risky, I definitely like to avoid, because the dedicated person often hardly represents the project and sometimes not even this but it is an ordinary tester. SQL, so we have to limit the use of it to people who already have systemwide access to the data (system admins). We may in the future add other system-wide roles, but that is not currently the case.
