The blog post appears to be an announcement for the migration tool without any specific technical details.  The manual is what I have been using to get to this point.  Unfortunately, there are not troubleshooting tips or tricks in the manual.  The instructions are basically to enter in the Testlnk URL and API key and it should work.  Alas, it does not.  I actually attempted to put a screen shot in my original post here.  It appears to not permit pasting screen shots.       I have also attempted to import via the Excel add-in and the template.  I was able to generate XML from Testlink, but it format is inconsistent with that of the Excel import template. So we recommended that they check the URL is the same, including the use of HTTP vs HTPS.
