I presume you are asking how to define custom properties? First you'd need a role with Project Admin permission. Then go to Administration -> Custom Properties -> Edit Custom Properties. There you'll see a list of the currently-defined properties for Requirements. You can use the Artifact Type dropdown to select a different artifact (Test Case, Incident, etc).
