New installed Spirateam problem

I just installed SpiraTeam following the guide. And then I accessed the webpage in local, but the problem is I cannot see the upper menu bar from the web page. There is just a black bar without any button.
Do you know what's the problem?

Hi Carey

Usually this is because some of the JavaScript libraries are not loading on the page. The usual solutions are described here:

a) For Windows 2008 Server (R1 or R2) or Windows 7

b) For Windows 2012 Server (R2 or R2)

c) For Windows 8, 8.1 or 10

Thank you Sarah. I double cheked that all these features ware properly installed. But the problem still exists. Do you have more suggestion?
