Requirement hierarchy broken after inserting a child requirement via SOAP API

I use Spira SOAP API ImportExport.svc,

When I add a child requirement via Requirement_Create1 function, I then become unable to create valid requirements via UI not programmatically. All the follwing requirements are created by at the same Ident level.

When I press "Insert Requirement" UI button, the newly created item has level 2 instead of Level 1.

This means that all the instances created by any users have invalid Indent Level property values

This is critical issue, how can I change the current level at which requirements are created?

For this kind of issue we will need more information from your end to diagnose what is going on. In general the SOAP and REST APIs should work correctly.

So please log a help desk ticket with the code you are using and the version of Spira.
