Is there any import/export tool to create user accounts ?

Is there any tool to create user accounts in bulk and also assign the roles for different projects ?

We have an LDAP / Active Directory import and a Web Service SOAP API function to bulk load users and add to projects. Would you like more details?

I had the same issue, but I ended up using QTP to enter all my users. It was faster to program it then it was to manually entering each person.
