Missing the right side scrolling bar in Spirateam_v2.3

hi,

when the incident users are creating New incident and they are updating, some times the right side scrolling bar is disabled,who are creating incidents using I.E(for SpirateamV2.3 which browser is recommended , I.E or Chrome).

Honestly speaking we recommend upgrading to v3.2 of SpiraTeam since v2.3 is quite old and we do not provide any fixes or updates for it. The latest versions do not have any scrollbar issues with IE7-9.
