The Test cases column shows the author and the owner. Is it correct to assume that the "Owner" of the test case is the "tester".
Can the system administrator enable a column in the test cases artifact to show the "Tester Column"?

The owner is the person the test case is assigned to.
That may or may not be the tester.
You can assign test cases to multiple people by having the test case in multiple test sets.
If you go to the test runs tab, you will see the tester column, that is the person who performed that specific run of the test case.
