We pull test cases(TC) into a test set and then execute the the tests. Sometimes we reuse the TC across sprints (by adding to corresponding test set) and do not have to run the entire TC. Is there a way to execute only few steps and not an entire TC?
There is a way to execute just specific test cases in a test set
(click on the Test Set, and under the 'Test Cases' section, select the checkboxes for the specific test cases. Then click 'Execute test cases').
There is not a way to execute just specific test steps in a test case. It goes against the design of the system.

There's always the option to mark individual test steps as N/A when running them, and there could be some text to state to only run them in certain circumstances. Not ideal, but it might be a viable work-around?
Yes, many test management tools allow partial execution, but it depends on how your test cases are structured. If your tool supports it, you can split a test case into steps and mark individual steps as “not executed” or “skipped,” or create separate test instances for reusable steps instead of running the full TC each time.
