I would like to configure a different "default" view for the General and Testing tabs under the product home page to apply for all products. I am the system admin and have not found a way to globally hide widgets that we do not currently use.

That capability is not present at this time. Currently, each user must configure their own dashboards. We have an open enhancement request to allow an administrator do to it.

There is a good news about an open enhancement we have in our internal system registered as [IN:988] about 'Shared, Role-Based Dashboard Configurations' - it has been scheduled for the one of the upcoming releases!
It will be out later this year, hopefully.
