Is there a way to not use effort planning

I want to use the task functionality, but I always have to enter effort planning date, even if I don`t want to use this (e.g. when trying to put the task status into "In progress", I have to enter a planned effort data).

Is there a way to deactivate this functionality ?

Unfortunately that is not possible at the present time. In v3.2 we shall be adding workflow functionality to requirements, test cases and tasks, so then it will be customizable,
