Project Owners Cannot Edit Notification Events

The Notification Events seem to be a project level configuration, but my Project Owners are saying that the "Add" button is grayed out. The Project Owner role is configured as a Project Admin.

Yes, this was a bug that has been fixed in the v3.1 release.

You can also fix it yourself by opening up the appropriate .ASPX page and changing "SystemAdmin" to "ProjectAdmin" on the Add button tag.
