there are no Test Cases at Add Tests in Test Set

[Step]
1. Test Cases create

2. Testing>Test sets>New Test Set create

3. There is no Test Cases at Add Tests click clicking New Test Set.

What is cause that there is no been Test Cases?

Also, how can I solve this problem?

I am having the same issue. I have over 100 test cases in my system but none of them show up in the test set.

I was able to fix using the Data Tools in admin section. That fixed the issue.
