Test Child Folder limit of 2 layers

I cant seem to reach the 3rd layer of inception here.

Folder: Earth

North America

Washington State

Seattle <------ I'm not currently able to create this Child folder layer.

Is this by design? Or am I missing a setting somewhere.

The system should support > 3 levels of test folders. Could you please log a help desk ticket and include a screenshot of what you're seeing?
