Hi,
We have an option to add the requirement through tools for any particular folder under Test Cases, while it will inherit it to the test cases which are present under it, But if i add the new test cases to the same folder then the new test case will not inherit the requirement numbers which were assigned to the folder previously, Please let us know if we can inherit the requirements to all the test cases under that folder irrespective of when the test case was added to folder.

I'm not sure I fully follow you I am afraid.
In general adding a test case to a folder does not map it to a requirement automatically.
You have to add the test case from the requirement, using the Create New Test Case button on the requirement details page itself.
