Permissions for adding test cases to a release

We are currently looking to adding approval steps for our releases, requirements and test cases so we can control when changes occur through a DCN process.

We would also like to add an approval step for which test cases are associated to a release. Is there a way of disabling the option to add a test to a release once the release is approved? It appears to still be possible even if we don't allow the user to change the release in their role permissions.
