Running Test Run Summary Report Filter does not work

The Test Run reports only show test case executions not the test cases themselves (a Test Run cannot be "Not Run"), so filtering by Execution Status = Not Run will always show an empty report. You need to use the Test Case or Test Set reports if you want to see statistics about the number of test cases that have been run vs. not-run.
