Office 2003 Add-Ins toolbar does not appear

After installing the MS-Office 2003 Add-Ins package and opening up MS-Excel or MS-Word 2003 the Spira Import/Export toolbar is not displayed (as illustrated in the documentation).

Click on Help > About Excel/Word and on the dialog box that appears, click on the "Disabled Items" button and make sure that the Add-In is enabled.
