Error: The passed in report ID or report format ID does not exist.

I am getting the error The passed in report ID or report format ID does not exist. I noticed that I am getting this for requirements where the description field is blank but if I hover over the link to the requirement I can see the narration that should be displayed in the description field.

I am also not sure why the description field is blank.
