Setting up Custom Lists

When setting up a custom list, is there an option to make it dependent on another list?  For example, I'm setting up two lists: Primary Function & Secondary Function.  I would like to set up the values for the Secondary Function to be dependent on whatever value the user picks for Primary Function.
