The SOAP API (and also REST API for incidents) is the recommended way to get such data out of the system. The Spira SDK is simply a set of project templates using this same SOAP API for common plugin types:

External bug-tracker data-synchronization plugin
RemoteLaunch test automation engine plugin
Version Control / SCM plugin.
