Folders in test case view part 2

If I accidentally click a folder, I get to a strange page where I can rename the folder and add some text, but I cannot add test cases to the folder I have to press "Back to test list" before I can actually add content to the folder.

Why? It seems like a folder is just a test case without test steps

This page lets you set values on the folder itself, for example change its name and long description. The folder is a bit like an actual test case, but it doesn't have all the tabs that a test case has. We're considering adding the option to add test cases from this page.
