Why is the new feature 'Baselining' not available for Spira Test even though Requirement Management is part of the Spira Test package?

In general, SpiraTest is focused on QA teams and only has lightweight requirements management vs. the full blown feature that is in SpiraTeam. For example, SpiraTeam also has multiple views of requirements (board, document, mind map, etc.) that SpiraTest does not have either.
We'd be happy to upgrade you to SpiraTeam if you're interested, just contact sales@inflectra.com.
