Test Requirements associated with a test step?

Why is it not possible to assign a requirement to a test step in the excel importer (or spiratest), in my experience I should be able to have many test requirements / conditions within in a test case and should be able to pass or fail varying test requirements / conditions however it only seems to associate the requirement with the full test case

Please note this is also similar to test incidents which are not associated with a test step but instead a test case and therefore effects all requirements.

Could this be a config setup change?
