The test case IDs are actually the physical primary keys of the test cases in the database, so there is no way they could have changed.
Most likely someone has made a copy of the test cases and then deleted the originals.
I would go to Administration > Project History Changes and check for recent deletes. If you see them, use the 'Revert' option to undo the delete.
